IAS Main 2013 Paper V: Ethics,Integrity and Aptitude Sample Questions with Tips


UPSC has introduced a new Paper V on Ethics, Integrity and aptitude in IAS Main 2013 .In persuasion of providing more openness in the exam pattern UPSC released sample question on IAS Main 2013 Paper V Ethics, Integrity and Aptitude because it was included in the Syllabus as a separate paper for the first time.  In the released six questions on Ethics, Integrity and Aptitude, three questions are based on the case study. This makes it very clear that many of the questions in the upcoming paper will be case study based.
Sample Question No. 1 as given by UPSC
What do you understand by ‘Ethical Human Conduct’? In what way is it important to be ethical along with being professionally competent?
Note from Jagranjosh.com The first question given in the sample questions needs a detail examination. The first question asks about the very basics of Ethics and their relation with Professional attitude and working. The first question itself is the example of blending of the theory of the Ethical conduct and its intertwined relationship with the professional attitude and competence. The question demands the ‘What of Ethical Human Conduct’ and in addition, it also demands the 'why' about its relevance to the professional conduct and the professional competence. For example one person is very professionally competent but the work he is doing is Unethical. So the candidate is expected to know the Ethical aspect of the profession and their reinforcing relationship.   
Sample Question No. 2 as given by UPSC
What do you understand by the following terms? Point out their specific relevance in public service;
(i) Intellectual integrity  (ii) Empathy
(iii) Perseverance         (iv) Spirit of service
(v) Commitment
Indicate two more attributes which you consider very important for public servants. Justify your answer.
Note from Jagranjosh.com The second question is asking about the importance and the relevance of ethics in public services. How the Ethics are inseparable from the Public Services. It also asks about the other attributes of the Ethics which means the question is not easy as it seems. The candidates should know the theories on Ethics so that the candidate can incorporate the different attributes with the examples of thinkers. The deep relationship between ethics and public service needs to be understood by the candidate.
Sample Question No. 3 as given by UPSC
Which great Indian personality has inspired you the most as a role model and how have you been able to benefit in your own life by such an inspiration?
Note from Jagranjosh.com The question three seems to know the practical application of the ethics by the great leaders in their life. The candidate should give the example of leaders who had served the country in great manner by doing public service. The candidate should give example of leaders who had shown exemplary probity in their public service and became a motivator for the others. How their personality presents the exemplary and remarkable characteristics which can be imbibe by other persons.
Sample Question No. 4 (Case Study) as given by UPSC
You have been working with your team for almost a year. One of your subordinates Mr. A is very effective and hard working; he takes responsibility and gets things done. However, you have heard that Mr. A makes loose comments about women. Mrs X who is working under A, comes to you, she is visibly disturbed. She tells you that Mr. A has been making undue advances towards her and has even asked her to go out for dinner with him. She wants to give a written complaint seeking action against Mr. A. what would you do and why?
Note from Jagranjosh.com  Sample question four is a clear example of the day today conflicts of ethics and personal relations. The candidate should know that Ethics of the workplace cannot be compromised on the pretext of hardworking and responsibility. A person who is howsoever responsible should not have the freedom to do any unethical behavior in the office. In any case no one can bypass the rules and above all the ethics of the society. This will ensure the Rule of Law which is the basic objective of our constitution.
Sample Question No. 5 (Case Study) as given by UPSC
You have grown up with X, who has been your best friend since childhood. You have shared your joys and sorrows and have been each other`s confidante. Both of you are in your final year graduation and writing your final exams. In the exam you notice that your friend is copying and cheating a lot. What would you do and why?
Note from Jagranjosh.com The above given question seems to check the personal integrity of the candidate when they came in clear contradiction with the law and rules. There cannot be double standard for others and ones best friend. If a person is in contradiction with the Law then he is an offender irrespective of the relation with someone because even the criminals are also a relative of some person. So the candidate should work out the answer ideally because either a person is honest or dishonest there cannot be a midway between honesty and dishonesty.
Sample Question No. 6 (Case Study) as given by UPSC
You are posted as the Medical Superintendant of a District level Govt Hospital which caters to the need of poor patients from surrounding rural areas along with the local people from the district town. As such the hospital has very good infrastructure and adequate equipment to cater to this need. It also receives sufficient funds to meet the recurring expenditure. Inspite of this there have been repeated complaints particularly from the patients which include the following
(i) Very poor maintenance and un-hygienic conditions in hospital premises.
(ii) The hospital staff frequently demanding bribes from the patients for the services rendered.
(iii) The negligent attitude of the Doctors resulting in times of casualties.
(iv) Siphoning of a substantial stock of medicine by the staff and selling it out.
(v) Strong nexus between the senior Doctors of the hospital and the owners of local private nursing homes and testing labs as a result of which the patients are strongly misled and dissuaded from availing the hospital facilities and rather compelled to purchase costly medicines from market and get medical tests and even operations done from private medical houses.
(vi) There also exist notorious employee union which puts undue pressure and resents any reformative step by the administration.
Ponder over the situation and suggest effective ways to tackle each of the above mentioned problem
Note from Jagranjosh.com   The given question is the example of practical difficulties which our officers are facing in implementing the government policies. The union of employees exerts an undue pressure on the honest officers to carry out their own propaganda. The corruption at the lower level sometimes becomes a dead lock between senior and junior officer. These all are practical problem which one has to overcome in the public service to serve the nation better. The candidate should inculcate such qualities so that they remain honest and effective. The paper is designed to check the integrity and the practical perspective of the candidate.
